What is this regulation?
The Higher-Risk Buildings (Keeping and Provision of Information etc.) (England) Regulations 2024 set out what golden thread information must be kept, maintained and shared for higher-risk buildings.
They apply to higher-risk buildings in England, meaning buildings that are at least 18 metres high or have 7 or more storeys and contain at least 2 residential units. The duties sit mainly with the Principal Accountable Person and any other Accountable Persons, who must ensure the required building safety information is available, accurate and shared with relevant parties when needed.

Building information must be organised and accessible
Key safety information needs to be stored in a clear, structured way so it can be found, updated and provided when required.
Golden thread records must stay up to date
Information about the building, its safety risks and any changes must be maintained throughout the building’s lifecycle.
Information must be shared with the right people
The Principal Accountable Person and Accountable Persons must be able to provide relevant information to residents, other dutyholders and the Building Safety Regulator where required.

Identify the required golden thread documents and building safety information for your higher-risk building. - Store information digitally
Keep the information in a secure, organised and accessible digital format. - Keep records up to date
Update the information when the building changes, new risks are identified or responsibilities change. - Make information easy to find and understand
Ensure the information is clear, reliable and usable by those who need it. - Share information when required
Provide relevant information to the Building Safety Regulator, residents, other dutyholders and prescribed parties when needed. - Work with other Accountable Persons
Cooperate with other dutyholders so the building’s golden thread remains complete and accurate. - Use the information to support building safety
Make sure the golden thread helps evidence how building safety risks are being managed.
