What is this regulation?
The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 introduce new legal duties for Responsible Persons in specified residential buildings in England. They are designed to improve fire safety and evacuation planning for residents who may be unable to evacuate without assistance, including people with physical, cognitive, sight, or hearing impairments.

Greater focus on residents who may need support
Building managers must consider whether any residents may need help to evacuate safely in the event of a fire.

Evacuation information needs to be recorded and kept up to date
Relevant details should be gathered, documented, reviewed, and available where needed to support effective fire safety planning.

Fire safety management becomes more resident-specific
The Regulations move evacuation planning beyond general building procedures, requiring a more tailored approach for residents who may be unable to evacuate unaided.
If the Regulations apply, you must:
- Offer a person-centred fire risk assessment
Where a relevant resident is identified, offer an assessment focused on their individual fire safety and evacuation needs. - Complete the assessment where requested
If the resident agrees or asks for the assessment, complete it and discuss the findings with them. - Put reasonable measures in place
Implement reasonable and proportionate steps to reduce the risks identified through the assessment. - Agree and record an evacuation approach
Where possible, agree an evacuation approach with the resident and record it in a written emergency evacuation statement. Providing the resident with a finished copy.
- Share relevant information where required
Share relevant evacuation information with the local Fire and Rescue Authority where required and where the resident has explicitly consented. - Prepare a building emergency evacuation plan
Create a building-level evacuation plan, share it with the local Fire and Rescue Authority, and keep it available in the building’s secure information box where applicable. - Keep everything under review
Review assessments, evacuation statements, resident information, and the building emergency evacuation plan at least every 12 months, or sooner if circumstances change.
